The Redesign of the Minor Travel Authorization Service was delivered as part of the Dominican Republic’s Burocracia Cero strategy, led by the Presidency with support from Bloomberg Philanthropies and implemented by Public Digital. The project addressed a highly fragmented and bureaucratic process required for minors to leave the country, redesigning the service end-to-end to be simpler, digital-first, and citizen-centred, while maintaining strong child protection and border control safeguards. The outcome reduced administrative burden for families, improved transparency, and strengthened coordination across government agencies.
